Mr. Chen is a management professional with more than 28 years of experience in project management; business development; capital project financing; engineering; procurement; construction; and administration. Spending sixteen of the twenty-eight years with Fluor Daniel and the Ralph M. Parsons Company -- two of the largest engineering and construction companies in the United States – he was directly involved in managing worldwide and domestic projects worth up to $3 billion. Mr. Chen presently works for Orange County as the Manager of Energy Development Programs and since 1996, he has lectured at UCIrvine Extension as well as taught in the Project Management Program, for MBA students, at the Paul Merage School of Business at UC Irvine. He holds a B.S. degree in Engineering, graduate study in contract law, and an MBA. He is also a licensed Professional Engineer and General Contractor in California.
