Brief Bio
Bill Armstrong is a tax partner with the International Tax Services Group in the Orange County office of Moss Adams LLP.

He has been providing international tax planning, consulting, and M&A services to business seeking to expand globally, obtain a North American presence or manage their global tax risks and exposure for 15 years throughout the Pacific Southwest.

Mr. Armstrong has over 15 years of public accounting experience, primarily in the international tax, transfer pricing and global finance. He consults with multinational clients on cross border transactions, confers with clients on restructuring of foreign operations, advises both domestic and foreign companies on the tax aspects of acquisitions, dispositions and restructuring of their investments.

Over the past fifteen years he has consulted with companies as they expand into Asia to reduce cost of production and into Europe to open new markets. Mr. Armstrong’s clients include high technology hardware companies such as Conexant, Dot Hill and International Gaming Technologies; software companies such as Quest Software, FileNet and Idion Technologies; retail & distribution companies such as Quiksilver, Oakley and St. John Knits; private finance companies; consumable products companies such as Calavo Growers and Mauna Loa. Mr. Armstrong has helped these companies and many more tailor they global tax posture to fit their strategic mission.

Within the last ten years, Mr. Armstrong’s practice has expanded into international tax accounting (SFAS 109), including the design, adoption, implementation, management and maintenance of global tax contingencies policies/procedures (FIN 48). The combination of global tax expertise and strong financial accounting/reporting has allowed him to consult effectively and efficiently for attest clients seeking to streamline their financial audits, as well as non-attest clients seeking to establish the appropriate systems and controls around financial reporting.

Mr. Armstrong is also a Council for International Tax Education (CITE) lecturer and was recognized by International Tax Review as one of the best international tax advisors in North America.
