Chip Tooke
Founder and President

Chip joined Graphic Surgery as executive chairman in 2008. Previously, he was founder and chief executive officer of Lumenos, a consumer-driven health care pioneer sold to WellPoint, the nation's largest publicly traded commercial health benefits company, in 2005. Under his leadership, Lumenos was the first company to integrate administrative functions, health content and tools, pharmacy and drug cost information and provider quality and cost information under one login and branding on the company's award-winning Web site. Prior to Lumenos, Chip was president and chief executive officer of Value Behavioral Health, then the nation's largest managed behavioral health care and EAP company. Chip has over 25 years experience in the health insurance industry.

George W. Bickerstaff joined CRT Capital Group LLC as Managing Director in 2005. CRT is one of the largest private investment banks in the United States. Prior to joining CRT Capital, George was Chief Financial Officer of Novartis Pharma AG located in Basel, Switzerland.

George has a broad range of operating and finance experience. He started his career at General Electric in manufacturing and finance. He subsequently joined The Dun & Bradstreet Corporation where he held various senior finance positions, including Chief Financial Officer of IMS Health. Before joining Novartis, George provided operating and financial leadership for various healthcare and information technology ventures.

George is a member of the Board of Directors of Oracle Healthcare Acquisition Corporation and Vion Pharmaceuticals, both US publicly listed companies. He is also a member of the Board of Directors and Executive Committee of the Global Alliance for Vaccines & Immunization Fund headquartered in Geneva, Switzerland. Previously, George was on the Board of Directors of Amazys Holdings AG, a Zurich, Switzerland headquartered public technology company. He received engineering and business degrees from Rutgers University.

Don Crane

Mr. Crane is President and CEO of the California Association of Physician Groups (CAPG). CAPG is California's sole professional association that exclusively represents capitated physician groups, and is the voice promoting the interests of physicians practicing within the managed care model in California. CAPG consists of over 155 medical groups and IPAs that employ or contract with approximately 59,000 California physicians who in turn provide medical care to over 15 million Californians.

CAPG is in the forefront of public policy advocacy on behalf of managed care groups in California. CAPG also serves as a key communication conduit between managed care plans in California and their physician networks, and provides a collaborative forum for benefit design, product design, and other strategic initiatives.

Mr. Crane is Editor-in-Chief of the CAPG Update, a California newsletter that reports on business trends, legislation, and industry initiatives impacting on managed care.

Mr. Crane is a healthcare and corporate attorney, and was formerly Vice President and Corporate Counsel to UniHealth, an integrated health care company that owned and operated acute care hospitals and health maintenance organizations, and managed numerous medical groups and IPAs. Mr. Crane was the Chairman of the Creditors Committee in the MedPartners bankruptcy.

Mr. Crane received his B.A. from the University of California at Berkeley in 1974 and his J.D. from Loyola University of Los Angeles in 1978. He is a frequent speaker at seminars related to organized medicine, managed care, and health care law.

Sheryl R. Skolnick, Ph.D.

Dr. Skolnick joined CRT in 2006 to provide coverage of health care services companies. In her 20 years on Wall Street, Dr. Skolnick has been named WSJ Best on the Street twice (once each for stock picking and estimate accuracy) and has provided health care services investment research at Robertson Stephens and, most recently, Fulcrum Global Partners, a top independent research boutique, among other sell- and buy-side firms. She has a Ph.D. in Economics from Washington University in St. Louis where she was an Olin Fellow. 2008 marks her tenth year as the closing speaker at the Paul Merage Graduate School of Business' Healthcare Forecast Conference.


Nick Franklin, JD

Former Senior Vice President, PacifiCare Health Systems

Nick Franklin is Senior Principal at Public Affairs Dimensions, a strategic public affairs and communications firm. He recently was appointed to the board of directors of New Mexico Mutual Casualty Company. He serves on the Advisory Board of the Center for Health Care Policy and Management at the Paul Merage School of Business at the University of California, Irvine (UCI). He also serves as a member of the Leadership Council for the Center for the Study of Democracy at UCI.

Franklin is active on a number of civic and non-profit boards. He is a member of the Executive Committee and Board of the New Mexico State University Foundation, where he chairs the Audit Committee. He is a Health Outcomes Advisor to Freedom From Hunger. .
He is a member of the Western Region Executive Board of the Boy Scouts of America.

Mr. Franklin retired as senior vice president of public affairs for PacifiCare Health Systems in 2004. In that position, he was responsible for the development and achievement of strategic public policy and communications goals and objectives for PacifiCare. He provided corporate-level leadership to the company in government relations, regulatory affairs, public relations, community relations, and organizational communications.

In addition to his PacifiCare activities, Franklin represented the company in a number of industry groups including the America's Health Insurance Plans (AHIP) where he chaired the Strategic Communications Committee. He is past national chairman of the Public Affairs Council, an organization of public affairs professionals.

Before joining PacifiCare, Franklin was senior vice president of public affairs for FHP International. Prior to joining FHP he was President and co-founder of Southwest Public Affairs, Inc. based in Albuquerque, New Mexico and attorney/partner with the law firm of Sutin, Thayer & Browne, P.C.

Franklin has had more than 40 years of experience in the public affairs arena. His expertise in government and administrative law, government relations and public policy development was acquired over a career which included service as an aide to a U.S. Senator, Chief Legislative Assistant and legal advisor to the Governor of New Mexico, and Secretary of Energy for New Mexico.

Franklin received his Bachelor of Arts degree in Government from New Mexico State University where he recently received the Distinguished Alumni Award. He has a Juris Doctorate from the George Washington University Law School.
